North American Free Trade Agreement (NAFTA) The United States commenced bilateral trade negotiations with Canada more than 30 years ago, resulting in the U.S.-Canada Free Trade Agreement, which entered into force on January 1, 1989. In 1991, bilateral talks began with Mexico, which Canada joined. The largest multilateral agreement is the United States-Mexico-Canada Agreement (USMCA, formerly the North American Free Trade Agreement or NAFTA) between the United States, Canada, and Mexico. Over the agreement's first two decades, regional trade increased from roughly $290 billion in 1993 to more than $1.1 trillion by 2016. The second U.S. free trade agreement, signed in January 1988 with Canada, was superceded in 1994 by the complex and controversial North American Free Trade Agreement (NAFTA) with Canada and Mexico, signed with much fanfare by President Bill Clinton on September 14, 1993.
