PVD Tower and PVD Departure Controller reported an aircraft was not turbulence encounter departing WSSS. Primary Problem : Chart Or Publication. WSSS/SIN CHANGI SINGAPORE, SINGAPORE 17 DEC 04.STAR. ASUNA ARRIVALS 128.6 STAR ASU 1A (RWY 02L/C) At ASUNA, turn RIGHT track 083^ bearing to SAMKO. EXPECT RADAR vector ASU 1B (RWY 20C/R) to final approach. At ASUNA, turn RIGHT track 083^ bearing to SAMKO. Turn LEFT to intercept VTK R-203 and proceed to VTK. Continue on VTK R-023 to NYLON. The chart consists of a diagram of the procedure and a text explanation of how to make the procedure.
